Title: Support Ex-Spouse/Ex-Domestic Partner 

Problem Statement: Currently in the system, we support the ability to drop dependents during QLE ‘Got Divorced/Separated’, but we do not support the ability to change an existing dependent from Spouse/Domestic Partner to Ex-Spouse/Ex-Domestic Partner.   

Use Case: This is a necessary improvement to ensure we are able to properly support QLEs due to divorce/separation. If not implemented, employees will be unable to change a dependent to ex-spouse, drop them from coverage, and/or add a new spouse in the future. 

Release Notes: Updated the ‘Got Divorced/Separated’ qualifying life event to better support the process for dropping dependents and updating spouse/domestic partners to ex-spouse/ex-domestic partner.
